Make the quotes comparable
Give every company the same brief: the exact date, the pickup and drop-off addresses, the number of hours, the group size and the occasion. A vague enquiry gets a vague "from" price; a specific brief gets a real quote you can line up side by side.
Then check what each quote actually includes. Is the waiting time at your photo stop in the price or extra? Are multiple pickups included? Is there a travel component for your suburb?
